A 510 cartridge screws onto a battery you buy once and keep — it's the common threaded fitting. An all-in-one is self-contained: it comes charged, gets used until it's empty, then gets disposed of.
If you don't already have a 510 battery, yes — hardware and cannabis are separate purchases, and a battery on its own isn't a cannabis product.
Not all of them, and none are refillable — check the package before you buy.
